About On-the Job Training Programs and Equal Employment Opportunity Commission (EEOC) Reporting.


Equal Employment Opportunity Commission (EEOC) Reporting is an overview of the number of employees that you have working on the job site by Work Classification, Race, and Gender.

The Highway Construction On-the-Job Training Program originated to train people who had previously been excluded from the construction industry - namely women, minorities, and other "disadvantaged" groups, and is not associated with other training programs.


All State Highway Agencies have an On-the-Job Training program except for the following:

  • Arkansas
  • New Mexico
  • Texas
  • Louisiana
  • Oklahoma

In these five states, the State Highway Agency sets annual training goals and assigns training slots or positions in selected construction contracts, usually, those involving large highway or bridge construction projects.

Contractors and State Highway Agency personnel meet and determine the actual type of training to be conducted based on the contracts workforce needs.  On-the Job Training positions typically include:
  • Equipment Operators
  • Carpenters
  • Steel Workers
  • Plant Operators
  • Laborers
  • Painters
  • Pipe Layers
  • Mechanical Maintenance Workers

Equal Employment Opportunity Commission (EEOC) Reporting requirements at the Federal and/or State level, while complex, can be easily accomplished through the use of any of the following reports produced by Certified Payroll Solution.  Great care must be taken when reporting the number of employees by work classification, as you do not want to over report how many employees you actually have.
