Read more...01/27/20 New Colorado Division of Small Business Opportunity (DSBO) Compliance Report
The Colorado Division of Small Business Opportunity (DSBO) has a Monthly Compliance (Workforce) Activity Report - Form COMP-FRM-024 which is now being required by the City & County of Denver. Sunburst has added this report to the Certified Payroll Solution program in order for customers to be in compliance with these new reporting requirements.
Existing customers, who have an active Annual Maintenance Contract for Certified Payroll Solution with Sunburst Software Solutions, Inc, will be contacted notifying them that they can download the necessary update in order to meet the new reporting requirements.
To obtain the update, please follow the instructions below:
- Close QuickBooks
- Start Certified Payroll Solution
- Back Up your CPS data (Backup & Restore menu -> Enhanced Backup CPS data -> if there is no information in the top white box, click the big ? in the lower right corner, and follow the instructions found in the program help. You should be backing up your CPS data)
- From the Help menu -> choose Check for Updates - Windows Vista & 7 Users will be prompted to enter the UAC (User Account Control) password
- From the Select An Update dropdown menu -> choose Version 5.0.398 (this is a TESTED Beta version being released today only to customers in Colorado. The version number will change in the future to a higher number.)
- Click the Download and Install button twice - BE PATIENT while the program downloads and installs the update
- Click the Close button when the update has finished installing.
- New customers will automatically receive this report upon purchase of the program beginning in mid-February.
This update MUST be installed on each computer that Certified Payroll Solution is installed on!
After Installation - Setting Up CPS to generate the Division of Small Business Opportunity (DSBO) Monthly Compliance (Workforce) Activity Report.
This report does not have a pre-defined list of Work Classifications that the DSBO wants to track - so you get to choose.
Each page of the report will hold a total of 17 different "parent" Work Classifications.

Let's say our Certified Payroll Report displays the Work Classifications displayed to the Left:

In CPS we'll go to the Basic Info menu -> choose Work Classifications -> find and double-click on the Backhoe Operator Work Classification to Edit it:

When the CPS program was originally installed the Work Classification of Backhoe Operator did not exist - when you created this new classification you should have "tied" it to the Federal EEOC Code of Equipment Operators - YOU may have selected some other Federal EEOC Code as the "parent" - if so right now you should change the Federal EEOC Code to Equipment Operators. IF you want the Work Classification of Backhoe Operator to print on the EEOC Report, click into the box to the right of where it says Use This Name on EEOC Report - click OK, Done, and Yes to Save Changes. OR IF you want the Work Classification of Backhoe Operator to still appear on your Certified Payroll Report BUT want Equipment Operators to appear on the EEOC report - find the Equipment Operators Work Classification and click into the box where it says Use This Name on EEOC Reports -> click OK, Done, and Yes to Save Changes. |

For our grouping of Laborer, Semi-Skilled employees; which includes the Apprentice 80% and 50%. You would first edit the Laborer-Semi-Skilled Work Classification (this is the "parent work classification), indicate that this is the name you wanted to use on EEOC Reports and then edit Laborer-Apprentice 80% and Laborer - Apprentice 50% and make sure that the Federal EEOC Code was Laborer Semi-Skilled, that the Apprentice box was checked and that you had enter the Apprentice Percent in the Percent box. When you run your EEOC Reports you will be reporting the Equipment Operators & Labor Semi-Skilled Work Classes and your Apprentices will be listed at the bottom. |
New Hire Reporting:
This form also requires that you report all new hires for the month in question. Each page of the report has the ability to hold information about 15 newly hired employees.
The New Hire list is driven by the Hire Date in the QuickBooks Employee Record -> Employment Info tab -> Hire Date field as shown below.

Creating the City & County of Denver Division of Small Business Opportunity (DSBO) Monthly Compliance (Workforce) Activity Report
Accesses the report from the Run menu -> EEOC Reports -> Local Reports -> City & County of Denver DSBO EEO also known as the Division of Small Business Opportunity (DSBO) Monthly Compliance (Workforce) Activity Report -> enter the report dates -> set the number of copies to create -> click OK.
Troubleshooting "blank" spots on the final report:
Below is a detailed listing of where each piece of information on the report comes from:
1. Hours Obtained (Minority & Female) - CPS totals the hours for you for these items.
2. Report For - this is the date range of the report that you entered.
3. Contractor/Subcontractor check boxes - CPS checks the box based on the information you provided in the CPS Job Record (Linked Data menu -> Jobs -> find and double-click on this job to edit -> Standard Information tab (CPS defaults to you being a Subcontractor, however, if you checked the Primary Contractor box here the Contractor box will automatically be checked on the form.
4. Project Number - this is a combination of the information that you entered into the CPS Job Record in the Federal Project # and State Project # fields (Linked Data menu -> Jobs -> find and double-click on this job to edit -> Standard Information tab -> Federal Project #/State Project # fields).
5. Name and Address of Firm - your company name and address, which appears on ALL reports created by CPS.
6. Construction Dates (Begin & End) - this information comes from what you entered in the CPS Job Record -> Additional Information tab -> Begin Date AND Est. Complete Date fields ((Linked Data menu -> Jobs -> find and double-click on this job to edit -> Additional Information tab -> Begin Date & Est. Complete Date fields).
7. Dollar Amount of Contract - this information comes from what you entered in the CPS Job Record -> Standard Information tab -> Original Bid Amount ((Linked Data menu -> Jobs -> find and double-click on this job to edit -> Standard Information tab -> Original Bid Amount field).
- Job Class - the job classes displayed are the Work Classifications that you designated to "Use this name on EEOC Reports" from the CPS Basic Info menu -> Work Classifications
- Employment Data (Employee Count by Race, Sex & Work Classification) this is the actual number of employees that you have working on this specific job and is based on Race, Sex, and Work Classification information that you entered into the CPS Employee Record (Linked Data menu -> Employees)
- Work Hours (Hours worked by Employees by Race, Sex & Work Classification) this information is driven by a combination of employee hours entered in the QuickBooks Weekly timesheet, specifically utilizing the payroll item assigned in the timesheet.
8. New Hire Reporting section
- Names - the name column is populated by employees who have a hire date that falls within the date of the report month - (QuickBooks Employee Record -> Edit -> Employment Info tab -> Hire Date field).
- Job Category - this is pulled from the information you entered in the CPS Employee Record -> Work Classification field (Linked Data menu -> find and double-click on this employee to edit -> Work Classification field/drop down menu)
- Hours - pulled from the QuickBooks Weekly Timesheet for this employee.
9. Prepared by Information - this information comes from CPS -> System Setup -> System Preferences -> Addresses tab -> Preparer's Name, Preparer's Title, Phone and Fax fields.
